Mary Marlowe Leverette, About.com Laundry & Laundry Rooms, says:

Let's start with the issue of hard water and laundry. As you know, hard water means that there is an abundance of minerals in the water. Those minerals affect how well detergents clean. I have an article on how to soften water and how to fix the problems with dingy clothes.

Now, onto the issue of white clothes. When you say that you have been using oxyclean, do you just add it to the wash cycle or are you soaking the whites? With hard water, additional soaking with an oxygen-based bleach (OxiClean, Clorox 2, Country Save Bleach, Purex 2 Color Safe Bleach ) is necessary. You might also wish to try bluing or Rit Color Remover to whiten the whites. Read this article for the different things you can try. Unfortunately, since every area and hard water formula is different you may need to try several things until you get the results you want.

Good luck!
