Mary Marlowe Leverette, About.com Laundry & Laundry Rooms, says:

Chlorine is present in many municipal water systems. And, chlorine can fade and cause wear to clothes. You can install an activated carbon filter for your home that will filter out chlorine throughout the house.

Chlorine can also be neutralized by using ascorbic acid (Vitamin C). One of the easiest sources for Vitamin C? Our good old white distilled vinegar. Just add 1/2 cup of white distilled vinegar to wash and rinse water to help keep your clothes bright.
